Garcia’s resignation came two days before Friday’s executive committee meeting in Morocco, at which, among other items, the panel was expected to vote on whether to alter FIFA’s ethics rules to allow for the release of Garcia’s report. But those in favor of greater transparency are not confident. Blatter has repeatedly made clear that he does not desire to share more about FIFA’s machinations.
